Building Safety and Compliance

As a consultancy with a wealth of experience in technical due diligence, building design, regulatory compliance and works within Higher Risk Buildings PBC are ideally placed to provide you advice in relation to the Building Safety Act and the most recent update to The Building Regulations. PBC offer the role of Principal Designer under the Building Regulations alongside works specifically related to Higher Risk Buildings including regulatory applications made to the Building Safety Regulator under the Building (Higher-Risk Buildings Procedures) (England) Regulations 2023.

Building Survey Reports

We undertake Pre-Acquisition Surveys and Building Survey Reports on all types of commercial, industrial, residential, leisure and retail buildings for investment or occupational purposes.

When required, we recommend and co-ordinate the services of other professional and specialist consultants to ensure the production of comprehensive reports.

Our Chartered Building Surveyors are used to acting at speed to arrange and coordinate a team of due diligence survey consultants, to ensure a fast turnaround of reports to suit the client’s deadlines.

Dilapidations Advice

We act on behalf of both landlords and occupiers with regard to dilapidation schedules and negotiations. We also assess current dilapidation liabilities for building owners and occupiers, including the cost and programme for completing the works.

We can provide strategic advice to landlords and occupiers in relation to their dilapidation’s liabilities and lease surrender or exit strategies.

Party Wall Advice

We advise clients on a host of legal construction issues including Party Walls and other boundary matters, and our Director, David Goedecke, is a Party Wall Specialist.

Bank Monitoring Services

We provide an initial construction appraisal report on behalf of banks and other lenders, and then subsequent monitoring of the construction phase to ensure the banks and/or funders interests are protected.

We issue interim construction monitoring reports, which are normally monthly for valuation and drawdown purposes.

Schedules Of Condition

We undertake condition surveys of all types of buildings for our clients. We also prepare photographic and descriptive schedules of condition for attachment to a lease.

Building Insurance Advice

We provide building reinstatement cost assessments on behalf of both building owners and occupiers of all types of property, both individual and portfolios for insurance purposes.

Expert Witness

We act as expert witness to give evidence on property and construction matters in judicial or tribunal proceedings.

Contract Administration Services

PBC prepare the feasibility studies, including liaising with statutory and planning authorities, obtaining relevant consents, designing and specifying as appropriate, obtaining tenders, administering the building contract works to completion, issuing all contract instructions, statements for payment and completion certificates.

Licences for Alterations

We submit applications for the landlord’s approval for alterations to an occupier’s demise, including plan drawings and agreeing specifications for the works.

We also act for the landlord to ensure that the lease and all legal implications are considered to safeguard the premises.

This normally includes agreeing the scope of the occupier’s works and then monitoring them to check compliance with the agreed specification and plans.

Planned Maintenance Reports

We prepare planned maintenance reports and programmes’ to ensure that all future maintenance requirements and repairing obligations are met. Planned maintenance also assists property managers in setting service charge budgets and allocating future expenditure.

Defects Analysis

Through investigation and Defects Analysis we can identify the cause of any building defects.

We work with other parties and specialists resulting in the recommendations and budgets for remedial work.

In addition, we arrange for the works to be undertaken and can advise on any resulting repairing liability issues or other liabilities under design or construction warranties.
