Covid-19 – Do you know where you stand?

Posted on March 27th, 2020 by liz

Over the coming weeks, you are likely to encounter site closures with resulting commercial and contractual issues. Contractors will seek to recover time and costs associated with these delays, so understanding your contractual position is therefore crucial. This is where PBC can help, by providing expert advice and guidance on contractual and commercial risks of live and future projects caused by the pandemic.

PBC can provide a ‘deep dive’ to review and advise you on:
The contractual provisions within your current contracts (particularly relating to force majeure clauses) along with your commercial/financial exposure
Your insurance cover and any bonds that may be in place. We can provide legal advice to assist managing responses to any forthcoming claims that may arise and their validity
Offer strategic advice to assist with the ongoing management of projects, including re-cutting programmes to mitigate delays, re-tendering or procurement of works, understanding and testing the robustness of the supply chain and valuing of works completed to date against contract sums, to ensure over-claiming is not undertaken to cover delay costs

Other service offerings from PBC construction consultancy professionals include advice on:
• Recording of delays, costs and programme information
• Issue of required certification or notices
• Advice relating to potential contract termination if appropriate
• Clarity relating to current Government advice and the impact/implication of this on your projects
• Consensual agreement with contractors regarding how projects will cease works, record progress and methods for re-mobilisation and close out

For future projects we can provide advice relating to contractual provisions, ensuring the correct amendments to contracts are made to protect you as our client, as well as ensuring the correct insurances and levels of insurance are included with the current situation in mind.

Other considerations we can input into include:
• Procurement advice
• Main and sub-contractor selection
• Provision of robust contract documentation
• Advice around deferment of projects and inflationary cost issues that may require consideration

It is imperative, in these difficult times, that you understand your current and future commitments and the impact of the pandemic on all facets of your projects. The above list is not exhaustive, so we would welcome the opportunity to talk to you in further detail in relation to your projects, and the advice we can provide.

PBC Launches New Cost Consultancy Division

Posted on October 3rd, 2019 by liz

PBC is delighted to announce the launch of a new Cost Consultancy service, which will sit alongside its highly successful Building Consultancy and Project Management teams.

The new Cost Consultancy department is being headed up by chartered quantity surveyor and cost manager Chris Jones MRICS, who has over 14 years’ experience working across a range of sectors and projects for clients both in the UK and overseas. He has led a number of high-profile projects from inception to completion, working closely with clients and development teams to ensure projects are delivered to budget.

The addition of a new Cost Consultancy department is an exciting development for PBC and reflects the success of its highly regarded Building Consultancy and Project Management divisions.  Because of its size, PBC offers director-level involvement and experienced professional advice across all instructions. The company’s list of clients is diverse and includes property owners, investors and developers, funds, banks and other lenders, landed estates in central London and serviced office providers and occupiers. Projects include commercial offices, industrial and distribution, residential properties, student accommodation, and hotels and leisure, as well as motorway service areas (a specialist sector).

PBC is governed by strong business leadership and management and its strategy for profitable growth has been achieved through building long-term and trusting relationships with clients, resulting in repeat business and referrals, as well as through mergers, acquisitions and strategic alliances.  This year, in addition to the launch of its Cost Consultancy department, the company has refitted and enhanced its office environment, is undertaking a refresh of its brand, and is continuing to invest in infrastructure and staff wellbeing.

Commenting on the launch of the new Cost Consultancy service at PBC, Managing Director Paul Philips said: “I believe we now have the best team that I have ever had the pleasure of leading, and I am therefore delighted that Chris is joining us at a very exciting time, as we expand the range of services offered to our clients.

PBC Recognised in The 2019 Parliamentary Review

Posted on September 19th, 2019 by liz

Project and Building Consultancy (PBC) is the only private consultancy in the South East of England to have project managed the consecutive developments of two major motorway service areas at M40 Beaconsfield and M25 Cobham.  It is also an expert at delivering commercial developments, refurbishments and fitting out projects, as well as providing professional building consultancy advice to private clients across all sectors in and around the Capital.

It is no surprise, therefore, that PBC Managing Director Paul Philips was invited to be a contributor to this year’s Parliamentary Review, and to give his view on the impact the current political and economic climate is having on the property sector.

The Parliamentary Review is an entirely apolitical publication, as demonstrated by the fact that its two co-chairmen, Lord Blunkett and Lord Pickles, once sat on different sides of the House of Commons and now do so in the Lords. The organisations who write for The Review are – for the most part – apolitical themselves, although some are unapologetically forthright with their views of certain political parties or individuals. This makes for a fascinating series of publications with articles to suit your tastes and challenge your convictions.

Success for businesses of any size does not always come easily, and this year’s edition of The Parliamentary Review is indispensable for anyone who seeks to make a name for themselves in industry. It highlights significant developments and concerns for business leaders up and down the country.

The co-chairman of The Parliamentary Review, Lord Pickles, has praised the upcoming Review as one of the most comprehensive yet. He commented that as Britain undergoes changes, it is “essential that politicians have a firm understanding of the challenges with which British organisations must contend” and that The Review once again provides a perfect platform for this.

Writing in The Review, The Chancellor of the Duchy of Lancaster, Michael Gove says “this year’s Parliamentary review comes at a momentous time for parliament, as we collectively determine the destiny of the United Kingdom.”

Adding his comments, Paul Philips said:” As national and global events continue to impact the property sector it is crucial that we continue to work closely not only with our clients, but also with the people and organisations that create the legislative framework in which we work.  I therefore hope our article in this year’s Parliamentary Review gives them an insight into the aspirations of companies like PBC, as well as a snapshot of the challenges we face.”

PBC joins leading lights at Parliamentary Review Launch

Posted on September 12th, 2019 by liz

PBC Managing Director Paul Philips and Director Alistair Slater were amongst the guests invited to join MPs, journalists and business leaders at the launch of The 2019 Parliamentary Review.  The reception was hosted by Conservative grandee Lord Pickles, former Shadow Chancellor Ed Balls and broadcaster and political commentator Julia Hartley-Brewer at the Mansion House in London.

The Review is Parliament’s annual publication, which takes an in-depth look at industry sectors and the economic and political issues affecting the businesses working within them.  PBC Managing Director Paul Philips was delighted to be invited to contribute an article for this prestigious publication about the challenges facing the sectors, and impact the current fluid political environment is having on construction and our business.

The Review will be distributed to MPs, political influencers and business leaders, and PBC will also be sending it to clients and partner organisations.   If you would like to receive a copy of The Review, please email Liz Scriven, PBC Marketing Manager, on lscriven@pandbc.co.uk.

New Travelodge Hotel, Richmond – Safeguarding a Strong Investment for the Client

Posted on March 1st, 2016 by PBC

PBC were appointed in the role of Purchaser’s Surveyor to provide pre-acquisition due diligence advice and development monitoring services to a fund client who agreed to purchase this development upon completion.

The new build development commenced in 2014 and provides a 78 bedroom hotel which is now complete. During the groundwork’s and site remediation operations, the contractor removed three buried fuel tanks and a car lift with a car engine still in tact!

PBC also appointed an environmental consultant on behalf of the Fund to ensure the pre and post contract remediation works were closely monitored. There were a number of Party Wall Awards to be agreed and the site was particularly sensitive in terms of neighbouring residential occupiers.

PBC’s role was pivotal involving close liaison with the developer’s team and Travelodge’s team ensured all required handover documentation was provided and that all parties were satisfied to accept completion. An assessment of reinstatement costs was also prepared for fire insurance purposes.

Safeguarding a strong investment for the client

Pension fund clients of Aberdeen Asset Management needed a Purchaser’s Surveyor to provide pre-acquisition due diligence advice and development monitoring services on a significant hotel purchase.

PBC acted as the liaison between developer, contractor and Travelodge project delivery teams to monitor the development of the 78 bedroom hotel and the challenges throughout the process.

Some of the issues arising included the agreement of a number of Party Wall Awards and sensitivities in terms of neighbouring residential occupiers. We also appointed an environmental consultant on behalf of the Fund and monitored pre and post contract remediation works.

Our team took responsibility for checking that external consultants followed the correct procedures, delivered the necessary documentation prior to handover and that all parties were satisfied to accept project completion. We also prepared an assessment of reinstatement costs for fire insurance purposes.

Our involvement gave the Client reassurance that their investment would be protected during the lifecycle of the project by an independent and professional consultancy. They now have a strong investment of high quality, in a good location, delivered smoothly and to time and budget.

What our Client said “Thank you very much for your attention to detail on this project, it’s been a hassle free project for me due to your clear and concise reporting”. Estelle Hunt, Head of Project Development Management UK
