Jim Heatley

Associate Director

Jim is both a chartered construction manager and project manager. He is energetic and self-motivated with consultancy experience in public, infrastructure and private sectors and brings proven delivery experience, coupled with commercial acumen and advanced communication skills across organisations and teams encompassing delivery and strategy.  His particular strengths focus on leading multi–disciplinary teams, where he is able to identify client objectives, devising the means to achieve those objectives and successfully delivering them.

Jim specialises in in both occupier and building owner construction and refurbishment projects, along with a successful track record of project delivery in the commercial, technology, media and telecoms, banking and finance, hospitality and leisure sectors.

Tamara Gonzalez

Chartered Building Surveyor

Qualifications: BSc (Hons) Building Surveying, MRICS

Tamara is a Chartered Building Surveyor who graduated from Brighton University in 2014. She has prepared Technical Due Diligence (TDD) Surveys for a range of premises including care homes, flats and industrial units and has acted as the Contract Administrator on refurbishment and repair projects with her roles including advising and preparing budget cost plans and tender documents, as well as carrying out tender analysis and providing recommendations to the client; appointing contractors and overseeing the works.

Tamara’s expertise also includes preparing Schedule of Dilapidations and negotiating dilapidation settlements, preparing Planned Prevention Maintenance surveys, carrying out reinstatement cost assessments and preparing Schedule of Conditions on behalf of Landlords and Tenants.

Glenn Wright

Director of Project Management

Qualifications: BSc (Hons) Building Surveying, MRICS, MAPM

A chartered surveyor with over 16 years’ experience in the commercial property industry, Glenn has a proven track record for successfully delivering a wide range of complex and challenging schemes in London as well as mainland Europe. His experience as lead Project Manager extends to commercial redevelopment, refurbishment and fit out projects on behalf of developers, owner occupiers, property funds, investors and global media companies across the private sector.

He specialises in project and programme management through the pre-contract procurement stages to management of the post-contract construction phase. Providing added value to projects in developing the clients brief and advising on key procurement strategies.

George Clark

Quantity Surveyor

Qualifications: BSc (Hons) Quantity Surveying

George is a Quantity Surveyor with 6 years’ PQS experience. This includes advising and delivering all pre- and post-contract deliverables such as cost-planning procurement and post-contract cost management.

He has experience in the commercial, fit-out, retail and residential sectors. He has worked on large commercial projects including CAT A and CAT B office fit-outs, hotels and retail construction projects for both commercial and private clients.

Chris Jones

Director of Cost Consultancy

Chris is an experienced Cost Manager with over 14 years’ experience working across a range of sectors and varying projects for clients both in the UK and overseas.

Chris has worked on a broad range of projects in varying sectors, with his recent experience focused on the commercial sector. Chris has lead projects from their inception through to completion and works closely with clients and project teams to ensure projects are delivered to budget. Chris has experience of using different forms of procurement and in providing procurement advice to clients to suit the project at hand and drive best value.

Outside of work Chris has a love most sports, particularly rugby and football, although mostly watching rather than playing these days!

Jamie Cheetham

Building Surveyor

Jamie graduated with a First Class BSc(Hons) degree in Building Surveying from the University of Brighton in June 2016.  Following this he has gained over three year’s post-graduation experience, having been previously employed in a private design and construction consultancy where he predominantly worked in the commercial sector, gaining experience in a wide variety of fast-track fit-out projects.

Jamie has particular experience in Contract administration, Project Management, Cost Management and design disciplines, with further experience in Party Wall Matters, Building Pathology and Defect Diagnostics.

Sapan Chavda

Sapan Chavda

Graduate Building Surveyor

Sapan has an Honours Degree in Building Surveying and the Environment and works on a number of PBC’s projects across both the residential and commercial sectors.

He has extensive experience in project lifecycle surveys in the education and healthcare sectors.  In addition, he has carried out assessment of the condition of buildings across various Metropolitan Police sites in South East London, and provided contract administration, project monitoring and planning consultancy services for an external upgrade project at a school in South London through Government-secured CIF funding.

Liam Horton

Senior Chartered Building Surveyor

Liam is a Chartered Building Surveyor with extensive experience in contract administration, design and project management, having worked on commercial and residential portfolios as well as some public-sector schemes.  He has taken the lead on several complex flood and fire reinstatement projects, as well as the external renovation of mansion blocks in West London.  

Liam also has experience of providing technical and cost advice in connection with planned maintenance forecasting of expenditure over 10 to 25-year cycles, and regularly acts as both adjoining owners surveyor and building owners surveyor in relation to Party Wall matters and advises landlord clients on matters relating to leaseholder licences to alter. 

Outside of work Liam enjoys watching football (specifically Liverpool FC), playing tennis when the weather suits and attending music festivals in the summer months.


Liz Scriven


Liz is an award-winning PR and marketing specialist. She has worked for many leading b2b and consumer brands both in-house and in consultancy, helping to raise their profiles and develop their brands. She is a past winner of a prestigious PR Week Award and brings a wealth of experience to the PBC marketing department.

In her spare time Liz is a part-time property developer, enjoys playing tennis (although she’s not quite up to Wimbledon standard!), reading and walking her dog.

Ben Hallowell

Building Surveyor

Qualifications:  BSc (Hons) Building Surveying 1st Class

Ben is a Graduate Building Surveyor with 2 year’s industry experience. He graduated in summer 2016 with First Class Honours Degree and since that time has worked in the residential, commercial, industrial and educational sectors.  He has worked with clients ranging from private individuals to large housing trusts and developers and has a particular experience in contract administration, employers’ agent and dilapidations with further experience in building pathology, building surveys and party walls.

Outside of work, Ben enjoys travel, football (he is a Reading season ticket holder) and music, regularly attending gigs and festivals.

Robert Thornton-Smith

Project Manager

Qualifications: BSc (Hons)Construction Management

Robert is an experienced project manager and is registered for CIOB membership.  He holds a BSc (Hons) Degree in Construction Management.

Previously a Project Manager at Wetback Contracts, he delivered a number of engineering projects with focus on civils and power generation. Whist effectively project managing the projects, he specialised in contract and programme management.  With an 8-year track record in project management, Robert has a successful reputation for leading multi-disciplined teams and delivering, including exclusive high end residential houses and industrial construction projects.

When not working, Robert enjoys running, taking part in triathlons, making biltong and professional cat wrangling!

Qualifications: BSc (Hons) Building Surveying

Sukhdeep graduated with a BSc (Hons) degree in Building Surveying from Nottingham Trent University in June 2016. Following on from this he undertook a placement year at a leading consultancy to the property and construction industry lasting 13 months, predominately working in the commercial and public sector gaining experience in a variety of projects spanning from commercial to industrial.

Post qualification Sukhdeep gained experience in the social housing sector carrying out pre and post contract duties under Design and Build Contracts. He is also enrolled onto the APC and looking to gain further experience in order to get chartered.

Sukhdeeps weekends are usually taken up by playing the odd game of football. He is also a keen traveller.

Hannah is Personal Assistant to the MD, Paul Philips, as well as being Marketing Assistant and Team Secretary to the Project Management team.

She looks after Paul and the team, ensuring their days run smoothly and as stress free as possible. When she isn’t organising and assisting Paul and the Team she enjoys spending time with her family and friends, as well as taking luxury holidays and shopping for handbags!

Richard Wild

Having worked within the property and construction industry for over 30 years on both client side and in private practice, Richard has gained extensive experience of managing construction projects and liaising with Clients, Consultants, Tenants, Residents and on-site Personnel and still remains passionate about industry and more importantly, building things right.

Originally from a trade background and having been a qualified Building Surveyor, Richard has a thorough understanding of the construction process and brings this combined experience to every project he Project Manages. Richard can also draw upon his professional experience gained working on Commercial projects (Motorway Service Areas, Petrol Filling Stations, Retail Outlets and Warehouses);  Office Refurbishment/Remodelling and Fit-out projects; Housing development (both Social and Private sectors) and Education projects.

Away from work, Richard is a keen golfer, playing off a handicap of 15. He is also a qualified PADI open water scuba diver (although he only dives in warmer climes!) and for his sins, he has supported West Ham Utd through their ups and downs (mostly downs) since the age of 7.

Paul Philips - PBC Member

Paul has over 30 years’ experience within both project management and building surveying roles. He is the business leader and has qualifications in both Project Management and Building Surveying, with a keen passion and energy for delivering projects on time and to budget.

Broad experience in construction consultancy services dealing with commercial, residential, retail and industrial properties enables Paul to advise for a range of clients, including occupiers, property companies, corporations, funders, institutions, pension funds and tenant end users.

Paul would be responsible for ensuring you receive the best service from PBC.

He has a keen passion for Rugby and is a Saracens fan and a loyal supporter of the England team, however disappointing!

Alistair Slater - PBC Member

Alistair has broad building consultancy experience having started in private practice with Montagu Evans in 1995. Since then he has focused on providing professional building surveying advice acting on behalf of a variety of institutional landed estates and owner/occupiers.

His experience in private practice involves dealing with commercial, retail and high value residential properties for various private sector clients. His roles include pre-acquisition surveys, project monitoring, contract administration services, dilapidations and technical appraisals. He specialises particularly in Bank monitoring, pre-acquisition surveys, and due diligence.

Alistair’s time outside of work is predominantly reserved for his young family, but on the rare occasion he gets any time to himself he does enjoy a blast out on his mountain bike. He also enjoys long walks with the dog and anything involving an internal combustion engine!

Chandrika is the financial controller of PBC and keeps the books balanced and our suppliers paid!

She has a keen interest in cooking and fine foods and regularly supplies the PBC team with delicious samosas and spring rolls.

David Goedecke

David has extensive experience completing instructions within many facets of the building surveying profession, on behalf of commercial, charity and private clients, including:

He has particular experience in relation to matters arising under the Party Wall etc Act 1996, having acted as Surveyor on behalf of Building Owners and Adjoining Owners, comprising developers, owner occupiers and funds.

David’s time outside of work is fully allocated to his roles of chaperoning his three young daughters to ballet and being a spare set of hands to his wife’s floristry and bakery businesses, although he does try and make time for the occasional game of squash.

Jack is a professional Chartered Surveyor with 10 years post qualification experience. He has successfully delivered many high-profile commercial projects from conception through to successful completion, providing professional advice for private sector clients including property companies, Plcs, corporations, institutions and banks.

Jack has an excellent understanding of commercial building surveying instructions and meeting the varying requirements of clients, whilst working within defined budgets and timescales.  He specialises in contract administration, bank monitoring and dilapidations.

Outside of work Jack’s weekends are dedicated to enjoying time with his new daughter and playing for Oldsmiths FC.  He is also partial to a trip away, when he can squeeze one in!

James has vast private practice building surveying experience with Commercial, Industrial & Residential properties for private sector clients including property companies, plc.’s, corporations, institutions, and banks.

He has worked as a chartered surveyor within the PBC Professional Team specifically in contract administration, bank monitoring, pre-acquisition surveys, dilapidations, building condition surveys, and general professional work.

James has established a detailed knowledge and experience with historic and listed buildings through work with central London landed estates as well as establishing contractual frameworks for commercial contract works.

Other specialisms include Bank Monitoring undertaken for a variety of Specialist Banks, as well as smaller boutique funders, with schemes from £600K to £14 million of construction value.

In his spare time James enjoys travelling, snowboarding and failed attempts at improving his golf game!

Simon has been a valued member of the Professional team at Project and Building Consultancy since 2010 expanding upon his previous roles within the private sector, with experience covering the residential, commercial and industrial property working for a range of clients including private individuals through to large public listed hedge funds.

Simon has particular experience in Contract Administration and design, having undertaken a number of residential refurbishment instructions recently.

Simon is also a qualified RICS SKA ratings assessor for both Commercial & Retail property helping our clients realise their goals to not only undertake more sustainable refurbishments but to create more sustainable building portfolios which is becoming an ever more important issue.

Out side of the office I prefer to spend most my time underwater, I am a keen ‘technical’ diver (SCUBA ) with a passion for cave and abandoned mine exploration and deep wreck diving.
