PBC Welcomes New Head of its Project Management Division

PBC is delighted to announce the appointment of Glenn Wright as Head of its Project Management Team. As a former Director of Colliers International, Glenn brings a wealth of experience to PBC across many property sectors, with particular focus on commercial property.

A chartered surveyor with over 16 years’ experience in Real Estate, Glenn has a proven track record for successfully delivering a wide range of complex and challenging schemes in the UK, as well as mainland Europe. His experience as lead Project Manager extends to commercial, industrial, logistics, retail, education and residential sectors, as well as Loan Monitoring. Project Management and Contract Administration duties for redevelopment, refurbishment and fit-out projects on behalf of developers, owner occupiers, property funds, investors and global media companies across the private sector are a particular specialism in more recent years.

Glenn will lead PBC’s growing Project Management team, which has continued to successfully deliver high-end residential and prestigious commercial and industrial projects throughout the Covid-19 pandemic. Working within the Government’s, and client’s, safety guidelines the team has created and implemented new working practices that have ensured ongoing projects have been completed, many still on programme and on budget.

Commenting on his appointment, PBC Managing Director Paul Philips said: “Since our Project Management Division was launched in 2006, it has gone from strength to strength and, despite the considerable challenges of the recent pandemic, we have continued to deliver high quality projects for clients. This completes a stunning fit out of 50,000 sq. ft. Grade A office space, delivered by Overbury Plc and the strong client design team, despite all of the C-19 challenges!

PBC Powers Through the Covid-19 Lockdown

The last six months have been challenging times for the sector. Covid-19 has impacted ongoing and future projects, with many put on hold and all being subject to special measures to ensure the safety of the workforce while work was continuing.  Despite these difficulties, PBC has successfully completed a number of high-profile projects for clients throughout the disruption, managing both alterations to programmes and costs.

PBC’s Paul Philips appears in Leaders Council podcast alongside Sir Geoff Hurst

The Leaders Council of Great Britain and Northern Ireland is currently in the process of talking to leadership figures from across the nation in an attempt to understand this universal trait and what it means in Britain and Northern Ireland today.

PBC’s Managing Director Paul Philips was invited onto an episode of the podcast, which also included an interview with Sir Geoff Hurst. Host Matthew O’Neill asked both guests a series of questions about leadership and the role it has played in their careers to date.

In particular, Matthew asked Paul how PBC has fared throughout the Covid-19 lockdown, and what has been the impact on both the company and the construction sector in general: “PBC has continued to work for its clients throughout the pandemic lockdown, albeit within stringent Government guidelines.  It has been challenging but our teams have managed their projects via online meetings and through carefully managed site visits.  We have delivered a number of finished projects, but it is no surprise that some of our clients have decided to put planned development schemes on hold temporarily.

“Going forward, there are opportunities for our teams to assist companies with their workplace readiness plans, to downsize their office space requirements or to help navigate the Government’s relaxation of planning restrictions regarding change of use.  The future is definitely going to be challenging, but we have the right expertise and the right people to make the most of these opportunities.”

Matthew O’Neill commented, ‘Hosting a show like this, where you speak to genuine leaders who have been there and done it, either on a national stage or within a crucial industry sector, is an absolute honour.’

Lord Blunkett, chairman of The Leaders Council of Great Britain and Northern Ireland said, ‘I think the most informative element of each episode is the first part, where Matthew O’Neill is able to sit down with someone who really gets how their industry works and knows how to make their organisation tick. Someone who’s there day in day out working hard and inspiring others. That’s what leadership is all about.’

PBC Announces New SKA Assessor

PBC is delighted to announce that Associate Director Jack Dison, has qualified as a RICS-accredited SKA Assessor.

SKA is accepted as one of the leading sustainability assessment methods for non-domestic fit-out projects. Through this scheme, Jack can now assist developer and landlord clients looking to refurbish commercial spaces in a sustainable way, using the SKA rating method to assess the environmental performance of their fit-out.

“Increasingly our clients have sustainability as a key requirement of their projects,” says PBC’s Director of Building Consultancy, Alistair Slater. “The SKA standard is recognised across the industry as the benchmark for this, so we are delighted that PBC now has another of our Building Consultancy Team qualified to provide SKA advice and accreditation for our clients.”

PBC Expands its Building Consultancy Team

PBC is delighted to welcome Tamara Gonzalez to its Building Consultancy team.

Tamara is a Chartered Building Surveyor who graduated from Brighton University in 2014. Since that time she has gained a wealth of experience across both commercial and residential projects.  Her expertise includes preparing Schedule of Dilapidations and negotiating dilapidation settlements, preparing Planned Prevention Maintenance surveys, carrying out reinstatement cost assessments and preparing Schedule of Conditions on behalf of Landlords and Tenants. She has also prepared Technical Due Diligence (TDD) Surveys for a range of premises including care homes, residential apartments and industrial units.

Tamara has acted as the Contract Administrator on refurbishment and repair projects with her roles including advising and preparing budget cost plans and tender documents, as well as carrying out tender analysis and providing recommendations to the Client; appointing contractors and overseeing the works.

Welcoming Tamara to the team, Director Alistair Slater said: “We are delighted that Tamara has joined PBC. Our Building Consultancy team continues to go from strength to strength, so Tamara is joining us at a very busy and exciting time.”

PBC Promotes Chris Jones to Director of Cost Consultancy

PBC is delighted to announce the promotion of Chris Jones as Director of Cost Consultancy.

Chris joined PBC in October 2019 and has quickly grown the Cost Consultancy department with the appointment of George Clark as Assistant Quantity Surveyor in February, as well as on a business level through his involvement on a number of high-profile projects, bringing many in under budget, saving costs for clients.  The department continues to go from strength to strength working with the existing client base, as well as new clients and opportunities across a range of sectors including commercial, residential and hotels.

Alongside the existing, extensive range of cost management services, PBC’s Cost Consultancy Team is also ideally placed to help with the contractual and commercial risks of live and future projects caused by the current Covid-19 pandemic. The team can provide a ‘deep dive’ to review and advise clients on the contractual provisions within current contracts – particularly relating to force majeure clauses – along with commercial and financial exposure. Covid-19 – Do you know where you stand?

Over the coming weeks, you are likely to encounter site closures with resulting commercial and contractual issues. Contractors will seek to recover time and costs associated with these delays, so understanding your contractual position is therefore crucial. This is where PBC can help, by providing expert advice and guidance on contractual and commercial risks of live and future projects caused by the pandemic.

Coronavirus (Covid-19) Statement

As you are aware, we are all currently in an unprecedented situation, the implications of which are not fully known. There are unusual challenges which affect us all.

PBC recognises the need to prioritise the health and safety of our employees, and all others who we work with across numerous projects. Also, we recognise the need to provide continued support for our clients and project teams through this period of disruption.

Following the latest guidance by the Government, which focussed on avoiding non-essential travel and social contact along with working from home wherever possible, PBC has from today implemented a home working policy wherever possible throughout the practice. This will use our IT systems that have been previously tested to provide ongoing delivery of our services. There may be some challenges ahead around the overall telecoms infrastructure and capacity to cope with the unprecedented demand that it will see. Meetings will continue using software such as Microsoft Teams.

Our plan is to continue with this arrangement for the forthcoming period, to protect the health and well-being of our employees, and we will keep these measures under constant review as Government guidance evolves.  We want to reassure you that we have made preparations to continue support and involvement on all our projects.

PBC Expands New Cost Consultancy Division

Following the launch of its new Cost Consultancy division in October 2019, PBC is delighted to welcome George Clark to the team as Assistant Quantity Surveyor.

George, who will be working alongside Head of Cost Consultancy Chris Jones, is a Quantity Surveyor with 6 years’ PQS experience. This includes advising and delivering all pre- and post-contract deliverables, such as cost-planning procurement and post-contract cost management. He has experience in the commercial, retail, hotel and residential sectors, having worked on prestigious projects for both commercial and private clients.

George is currently involved in a number of high-profile CAT A and CAT B fit-out and construction projects for PBC, and his knowledge and expertise will ensure the company’s new Cost Consultancy division continues to go from strength to strength.

PBC Launches New Cost Consultancy Division

PBC is delighted to announce the launch of a new Cost Consultancy service, which will sit alongside its highly successful Building Consultancy and Project Management teams.

The new Cost Consultancy department is being headed up by chartered quantity surveyor and cost manager Chris Jones MRICS, who has over 14 years’ experience working across a range of sectors and projects for clients both in the UK and overseas. He has led a number of high-profile projects from inception to completion, working closely with clients and development teams to ensure projects are delivered to budget.

The addition of a new Cost Consultancy department is an exciting development for PBC and reflects the success of its highly regarded Building Consultancy and Project Management divisions.  Because of its size, PBC offers director-level involvement and experienced professional advice across all instructions. The company’s list of clients is diverse and includes property owners, investors and developers, funds, banks and other lenders, landed estates in central London and serviced office providers and occupiers. Projects include commercial offices, industrial and distribution, residential properties, student accommodation, and hotels and leisure, as well as motorway service areas (a specialist sector).

PBC Recognised in The 2019 Parliamentary Review

Project and Building Consultancy (PBC) is the only private consultancy in the South East of England to have project managed the consecutive developments of two major motorway service areas at M40 Beaconsfield and M25 Cobham.  It is also an expert at delivering commercial developments, refurbishments and fitting out projects, as well as providing professional building consultancy advice to private clients across all sectors in and around the Capital.

It is no surprise, therefore, that PBC Managing Director Paul Philips was invited to be a contributor to this year’s Parliamentary Review, and to give his view on the impact the current political and economic climate is having on the property sector.

The Parliamentary Review is an entirely apolitical publication, as demonstrated by the fact that its two co-chairmen, Lord Blunkett and Lord Pickles, once sat on different sides of the House of Commons and now do so in the Lords. PBC joins leading lights at Parliamentary Review Launch

PBC Managing Director Paul Philips and Director Alistair Slater were amongst the guests invited to join MPs, journalists and business leaders at the launch of The 2019 Parliamentary Review.  The reception was hosted by Conservative grandee Lord Pickles, former Shadow Chancellor Ed Balls and broadcaster and political commentator Julia Hartley-Brewer at the Mansion House in London.

The Review is Parliament’s annual publication, which takes an in-depth look at industry sectors and the economic and political issues affecting the businesses working within them.  PBC Managing Director Paul Philips was delighted to be invited to contribute an article for this prestigious publication about the challenges facing the sectors, and impact the current fluid political environment is having on construction and our business.

PBC has a Ball!

Racing giant inflatable ‘Earth Balls’ and undertaking some very dubious tasks and challenges under the guise of a treasure hunt, brought out everyone’s competitive spirit at this year’s PBC summer event.

The day out, which took place at The Lensbury Club in Teddington, tested team-work, knowledge and problem-solving skills, whilst having a great deal of fun at the same time.

The morning Earth Ball Challenge session was won by Team 2, who amassed a very creditable 95 points. The afternoon treasure hunt was a close-run event, with Team Dingleberries beating Team Bear Grubbs into first place by just one point. The treasure hunt umpire decided the final result stood, despite Team Bear Grubbs demanding a review by VAR!

PBC Expertise Maintains the Integrity of London’s Historic Houses

London has some of the world’s most prestigious real estate. A property in an iconic location such as Portman Square is much sought-after, especially apartments that overlook the quintessentially, English central private gardens.

PBC’s Building Consultancy Department specialises in undertaking Planned Preventative Maintenance (PPM) Programmes for The Portman Estate, and this year has been a very busy one for the team.

Many ongoing projects are part of 5-year rolling plans to repair the external fabric and internal décor of these beautiful buildings. Over the last year, works have been completed on many of the Estate’s Listed buildings such as brickwork cleaning, new roof coverings, and external redecoration as well as internal upgrades of decoration, floor covering and lighting whilst taking into account the Estate’s best practice policies for health and safety and security.

Much of the work that is undertaken during these programmes has to be carried out with the building’s tenants in situ. At a property in Great Cumberland Place, when a new, large rooflight was installed, this necessitated both internal and external scaffolding to be erected. Ensuring that residents could safely access their apartments was paramount, as was keeping disruption and noise to a minimum.

Maintaining the internal and external integrity of London’s historic houses is of vital importance, and PBC has unrivalled expertise in this area. Over the years, the team has worked closely with the Estate’s owner, and the relevant planning departments, ensuring that work is carried out in accordance with their strict requirements. Other projects, such as a Feasibility Study into the upgrading and extending learning spaces at the Greenwich Royal Observatory, have also benefited from this expertise.

Tour de (rainy) Surrey

Well done to PBC Managing Director Paul Philips who completed the 100 km CBRE Bike Ride around the Surrey Hills, finishing in just over 5 hours.  Hundreds of keen cyclists from across the property sector braved the unseasonal wind and rain, taking on the challenging course which included the notorious Box Hill climb on the return leg.

Congratulations to everyone who took part, and for raising so much money for Action for Children, this year’s chosen charity.

PBC Project wins Most Considerate Site Award

The Considerate Constructors Scheme National Site Awards recognise the highest-performing construction sites, monitoring how considerate the site is being towards their local community, environment and workforce.  This year, the Scheme presented only 764 National Site Awards from a total of over 6,700 eligible sites and, of these, only six projects were awarded the Most Considerate Site 2019 title.

PBC is delighted that one of the projects that received a coveted Gold Award is the refurbishment of Yorke House, a 10,000 sq.ft. office building in Solihull. The PBC Project Management Team worked alongside contractor Overbury plc to deliver this award-winning refurbishment for Columbia Threadneedle Investments, providing Project Management, Cost Management and Employer’s Agent services.

Ballymore Group Spearheading Regeneration Projects in the Capital

In 2018, Ballymore Group completed around 2,000 homes in the UK, with another 4,745 currently under construction this year in London alone. The company, which is of the leading pioneers of regeneration projects in the Capital, also aims to add a further 9,000 homes and 1 million sq. ft. of commercial property to its portfolio in Birmingham, Dublin and London.

PBC’s Building Consultancy Team has built a strong working relationship with the Ballymore Group, providing Landlords’ Surveyor services across a number of its developments.

One such project is Royal Wharf, just east of Canary Wharf. Phase 3 of the project started 12 months ago and a number of retail units are now ready for occupation.  A new dental practice, a nail bar and a pharmacy have taken up tenancy, and one of the largest NHS doctors’ practices is also due to move to the development very soon, as are new start-ups such as the Little Hudson Coffee Shop and Turkish and Japanese restaurants.

Ballymore’s London City Island and Embassy Gardens developments are also almost completed, and PBC’s Building Consultancy Team again provided Landlord’s Surveyor services on these projects, alongside Contract Administration, Project Management and a range of Building Consultancy Services.

Enhancing Great West House

For over 50 years, Great West House in Brentford has been a landmark for those heading along the M4 motorway towards London.  Built in 1963, and sitting in 3.2 acres of land, it is a clear sign that you are just 15 minutes from the centre of the Capital.

PBC Project Managed the refurbishment of the building’s two reception areas, ground floor entrances, restaurant, toilets and common parts, as well as improvements to an external terrace adjoining the restaurant for the building’s occupants and visitors to dine ‘al fresco’.  During this process, Spacelab Architects used pioneering virtual reality software to present finished scheme options to the client.  PBC also helped to select and appoint the best project teams to deliver this exciting refurbishment, which involved careful planning and management to ensure the minimum disturbance and inconvenience to the many occupiers of this iconic, 150,000 sq.ft. office building.

PBC is delighted to report that the project is now finished on time, on budget and to a very high standard.
