PBC Wins Exciting North London Redevelopment Project

PBC’s proven track record and experience in delivering complex cut and carve refurbishment schemes has secured the instruction from Atlas Property Letting & Services Ltd for its prestigious refurbishment and new build project on Pentonville Road and Kings Cross Road in North London.

The joint offering of PBC’S Project Management and Cost Consultancy teams will add value both to the project and client, with PBC appointed to provide Project Management, Employer’s Agent and Contract Administration services for this exciting scheme.

The 30,914 sq. ft. refurbishment, and part new build CAT A project, will include the partial demolition of 233-239 Pentonville Road and 241-243 Pentonville Road, and the internal walls and ground floor rear elevation of 172-176 King’s Cross Road, retaining only their primary and some secondary façades. This will provide refurbished office space on newly connected floorplates, including a new basement level and additional roof storeys on both Pentonville Road properties, creating one six-storey and another four-storey building.

Three previous planning applications had been rejected on the project, as the properties are adjacent to a Listed church.  The site is also flanked on both sides by a double red route, which creates logistical challenges, and the works to create the new basement are immediately above existing Thames Water and Transport for London assets.

The scheme is due for completion in Q2 2024, so we will post regular updates throughout this exciting and challenging project.

PBC’s Project Management Team Announces Two New Appointments

PBC is delighted to announce the appointment of two new additions to its Project Management team.

Senior Project Manager Tamsin Parker holds a wealth of experience in the refurbishment and fit-out of commercial offices. Her particular strengths focus on project delivery through all stages of the project lifecycle including feasibility, brief, design, procurement, construction and handover. Tamsin has gained experience successfully delivering a variety of projects within the private sector for global corporations where she has built a successful track record, as well as significant experience managing multi-disciplinary project teams and key client stakeholders where she adds value in her ability to build and maintain relationships. Her willingness to listen, collaborate and provide workable solutions ensures successful delivery of her projects.

Assistant Project Manager Harleen Lyall has over 6 years’ experience working in Project and Programme Management and has worked with clients both in the public and private sector.  She has experience across a range of small to large projects, and has successfully delivered residential, retail and workplace fit-outs. Harleen also has robust knowledge of project governance such as dashboard reporting, change control and risk management.

PBC Lead Times Review

Materials:
The increase in construction activity, and the shortage of key materials, has led to an increase in costs from 2020 – 2021.

The ONS reports a change year on year on general material prices from April 2020 to April 2021 of 8.4% across all work sectors. BCIS report the general material price change at 2.8% to Q1 with their forecast being out at 5.2% year on year by Q4 2021, with the increase peaking in Q3 at 6.4%.

There will continue to be fluctuations in individual materials listed above and this will be reflected in pricing of new work as well as existing projects where contractors are seeking to recover material price increases from projects previously tendered and procured, as the actual cost from their supply chain is pushed up the line.

Based on the above, we would recommend a materials price inflation uplift be applied to cost plans or future works costs at between 2% – 4% depending on the anticipated start on site date.

Tender Prices:
Through 2020 and the worst of the Covid pandemic tender prices fell year on year to -2.1% at Q1 2021. The outlook however for the rest of 2021 and beyond sees a recovery in activity and in turn a rise in tender prices is forecast.

Currently BCIS TPI forecast shows an increase year on year to 2.4% by Q4 2021 rising from -1.8% in Q2 to 0.6% in Q3. Other industry indices are less bullish with their forecasts which range from 0% to Q4 2021 (Arcadis); 0.8% to Q4 2021 (Aecom) and 0.5% to Q4 2021 (G&T).

Noting the increases in materials, construction sector activity and contractors requesting cost increases on paused or current live projects, we would forecast a tender inflation of around 2% for the year, which should again be factored in to cost plans or estimates with a Q4 start date or beyond.

PBC Welcomes Jim Heatley to PM Team

PBC is delighted to announce the appointment of Jim Heatley, who joins its Project Management team as Associate Director.

Jim is both a chartered construction manager and project manager specialising in both occupier and building owner construction and refurbishment projects. He brings substantial consultancy experience, along with a successful track record of project delivery in the commercial, technology, media and telecoms, banking and finance, and hospitality and leisure sectors.

Commenting on the new appointment, PBC Managing Director Paul Philips said: “Jim is joining our growing Project Management team at a very exciting and busy time, and we are delighted to welcome him on board.  He brings with him proven project delivery experience in in the private, infrastructure and public sectors, and his particular strengths in leading multi–disciplinary teams will ensure that our clients, and their projects, continue to achieve the best outcome, every time.”

PBC Awarded Carbon Neutral Certification

PBC is delighted to announce that it has received the internationally recognised Carbon Neutral Accreditation standard, which acknowledges the company’s low carbon credentials.

Over the past year the PBC team, lead by Assistant Project Manager Sioned Hughes, has been evaluating its working practices, to measure and ultimately reduce its carbon and energy footprint.

Using Carbon Footprint Ltd’s small business carbon calculator, the team measured the company’s carbon footprint including energy consumption and employee commuting using the 2020 emission factors developed by the Department for Environment, Food and Rural Affairs (DEFRA) and the Department for Business, Environment & Industrial Strategy (BEIS) for reporting emissions. PBC was rated ‘very good’ on its energy consumption and ‘excellent’ on its staff travel measurement.

Commenting on the announcement, PBC Managing Director Paul Philips said: “PBC takes its corporate social and environmental responsibilities very seriously, so we are proud to have been awarded this internationally recognised accreditation. Sioned and the team have worked incredibly hard to achieve this, and it is an important step forward for us towards greater sustainability.

We are also delighted that two of our senior team have received the SKA Assessor accreditation, which enables them to monitor and approve the sustainability of clients’ non-domestic fit-out projects.”

Throughout the Covid-19 restrictions, our team has ensured that the financial impact on completed and ongoing projects have been successfully mitigated. This includes ensuring close cost control at all stages, by undertaking renegotiation of contractor contracts where appropriate, and by providing professional cost advice to funds and other lenders. Planning Consent for 9 Prescot Street Redevelopment

PBC is delighted that our client has received planning consent from Tower Hamlets for the comprehensive refurbishment of 9 Prescot Street, an iconic, Art Deco style office building on the City fringe. The consented scheme, which has been designed by Buckley Gray Yeoman Architects, includes remodelling of the impressive main entrance and a new rear entrance, replacement windows, new interiors including ground floor collaboration/café area, fully accessible cycle storage and shower facilities, new services, lifts and plant, and extended communal roof terrace area.

The building was originally constructed in 1939 as the Furnishing and Hardware Warehouse and Showrooms for the Cooperative Wholesale Society, and has been home since to a mixture of commercial tenants.  The client acquired the property in 2018 and PBC provided a Pre-acquisition Survey and Technical Due Diligence Advice.

PBC has subsequently been appointed to project manage the proposed alterations and refurbishment works, which will provide over 60,000 sq. ft. of GIA office space, and includes the remodelling and refurbishment of the Prescot and Chamber Street entrances and ground floor area.

A dedicated cycle lift with extensive cycle storage, lockers and shower facilities will be provided on the lower ground floor, as well as a central concierge style reception point with associated concession facilities. The main stair and lift cores, including associated common parts, will also be refurbished.  New and reinstated glazing to the ground and lower ground floors will improve natural light, which will be further enhanced with new collaborative spaces and a void opening to the lower ground floor.

All mechanical, electrical and lift services will be upgraded and accessible cycle storage fit for use in a modern office building will be installed. The refurbishment will also include opportunities to increase the roof terrace area to provide an amenity space for flexible uses.

The client’s sustainability team are targeting a BREEAM “excellent” rating. External and internal improvements will make better use of the available space and will include increases to tenant amenity facilities. There will be a focus on a flexible office layout to allow for multi-let potential.

Major Refurbishment Work Powers Forward at Apex Tower

Apex Tower in New Malden is a landmark, 16-storey commercial office building located in the heart of the town, close to the station and the A3 and with direct access into the centre of London.

PBC was appointed in 2018 to provide Project Management and Employer’s Agent services for the strip-out and enabling contract and a CAT A back-to-shell refurbishment of the reception, office floors 7-15, common parts and a new-build commuter facilities block, as well as external repairs and landscaping works.

The strip-out and enabling works were completed last year and the office space is being fitted-out to a high-quality CAT A specification, with a new MEPH system, new lifts and controls and an extended and remodelled reception area.

Externally the façades are due to be cleaned and repaired and the car park structure at the rear is to be repaired and refurbished.  The front of the building will be re-landscaped and the street presence improved.  As the tenant currently occupying the ground to 6th floors is still in situ, all of the work is being carried out so as to minimise noise and disruption.

The energy-efficient design by award-winning architects, Morrow & Lorraine reflects their research into changing work patterns and the need for flexibility for the future.  The vision, shared by the client and the project team, is to significantly improve the occupier experience for everyone working in the building and its visitors.

PBC joined forces with Pegasus Group, a leading independent consultancy specialising in planning, design, environment, economics and heritage, to host a webinar for clients.

Over 40 of PBC’s clients and staff took part in the webinar entitled ‘Radical Change in the Planning System – UCO and PD’. It was hosted by PBC Managing Director Paul Philips and Pegasus Group Director, Nick Kirby and gave participants an overview of recent amendments to the Use Classes Order and The General Permitted Development Rights. Topics covered included how the new system operates, new classes COU possibilities and their wider implications, transitional arrangements, PDR and how and where they can be used, the process and the advantages and disadvantages for developers.
